《建設工程(cheng)企業(ye)資質管理制(zhi)度改革方案》已經(jing)2020年11月11日國務院常務會議審(shen)議通過,現印發給你(ni)們,請認真(zhen)貫徹落實,進一步(bu)放寬建筑市場準入限制(zhi),優化審(shen)批服務,激發市場主體活(huo)力(li)。同時,堅持(chi)放管結(jie)合,加大事中(zhong)事后監管力(li)度,切實保障建設工程(cheng)質量安全。

 

建設工程企業資質管理制度改革方案

 為貫徹落(luo)實2019年(nian)全(quan)國深(shen)化“放(fang)管服(fu)”改革(ge)(ge)優(you)化營(ying)商環(huan)境電(dian)視(shi)電(dian)話(hua)(hua)會(hui)(hui)議精(jing)(jing)神(shen)和(he)李克(ke)強總理重(zhong)要(yao)講話(hua)(hua)精(jing)(jing)神(shen),按照(zhao)《國務院(yuan)辦公(gong)廳關(guan)于印發(fa)全(quan)國深(shen)化“放(fang)管服(fu)”改革(ge)(ge)優(you)化營(ying)商環(huan)境電(dian)視(shi)電(dian)話(hua)(hua)會(hui)(hui)議重(zhong)點任務分工(gong)方(fang)(fang)案的通(tong)知》(國辦發(fa)〔2019〕39號)要(yao)求,深(shen)化建筑業(ye)(ye)“放(fang)管服(fu)”改革(ge)(ge),做好建設工(gong)程(cheng)企(qi)業(ye)(ye)資(zi)質(zhi)(包括工(gong)程(cheng)勘(kan)察、設計、施工(gong)、監(jian)理企(qi)業(ye)(ye)資(zi)質(zhi),以(yi)下統稱企(qi)業(ye)(ye)資(zi)質(zhi))認定事項壓減(jian)工(gong)作,現(xian)制(zhi)定以(yi)下改革(ge)(ge)方(fang)(fang)案。

  一、指導(dao)思想

  以習近平(ping)新時代中(zhong)(zhong)(zhong)國特色社(she)會主義思想(xiang)為(wei)指導,貫徹落實黨(dang)的十九(jiu)大和十九(jiu)屆二中(zhong)(zhong)(zhong)、三(san)中(zhong)(zhong)(zhong)、四中(zhong)(zhong)(zhong)、五中(zhong)(zhong)(zhong)全會精神(shen),充分發(fa)(fa)揮市(shi)場(chang)在(zai)資(zi)源配(pei)置(zhi)中(zhong)(zhong)(zhong)的決定性(xing)作用,更好發(fa)(fa)揮政府作用,堅持(chi)以推進建筑業(ye)(ye)供(gong)給(gei)側結(jie)構(gou)性(xing)改革為(wei)主線(xian),按照國務院深化(hua)(hua)“放(fang)管服”改革部署(shu)要求,持(chi)續優(you)化(hua)(hua)營(ying)商環境(jing),大力精簡企業(ye)(ye)資(zi)質類別,歸(gui)并等(deng)級設置(zhi),簡化(hua)(hua)資(zi)質標準(zhun),優(you)化(hua)(hua)審批方式,進一步(bu)放(fang)寬建筑市(shi)場(chang)準(zhun)入限制(zhi),降低制(zhi)度(du)性(xing)交易成本,破除制(zhi)約企業(ye)(ye)發(fa)(fa)展(zhan)的不合理束(shu)縛,持(chi)續激(ji)發(fa)(fa)市(shi)場(chang)主體活力,促進就業(ye)(ye)創業(ye)(ye),加快推動建筑業(ye)(ye)轉型升(sheng)級,實現高質量(liang)發(fa)(fa)展(zhan)。

  二、主要內容

  (一(yi))精(jing)簡(jian)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)類(lei)別(bie),歸并等級(ji)(ji)(ji)(ji)(ji)設(she)(she)置。為在(zai)疫(yi)情防控(kong)常態化條件下做(zuo)好“六穩”工(gong)(gong)作(zuo)、落實“六保”任務(wu),進(jin)一(yi)步優(you)化建(jian)筑市(shi)場(chang)營商(shang)環境,確保新舊資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)平(ping)穩過渡,保障工(gong)(gong)程質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)安全,按照穩中(zhong)求進(jin)的原則,積極穩妥推進(jin)建(jian)設(she)(she)工(gong)(gong)程企(qi)業(ye)(ye)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)管理(li)制度改革。對部分(fen)(fen)專(zhuan)(zhuan)(zhuan)業(ye)(ye)劃分(fen)(fen)過細、業(ye)(ye)務(wu)范(fan)圍相近、市(shi)場(chang)需求較小(xiao)的企(qi)業(ye)(ye)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)類(lei)別(bie)予以合(he)并,對層級(ji)(ji)(ji)(ji)(ji)過多的資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)等級(ji)(ji)(ji)(ji)(ji)進(jin)行(xing)歸并。改革后,工(gong)(gong)程勘察(cha)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)分(fen)(fen)為綜(zong)合(he)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)和(he)專(zhuan)(zhuan)(zhuan)業(ye)(ye)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi),工(gong)(gong)程設(she)(she)計資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)分(fen)(fen)為綜(zong)合(he)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)、行(xing)業(ye)(ye)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)、專(zhuan)(zhuan)(zhuan)業(ye)(ye)和(he)事務(wu)所資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi),施工(gong)(gong)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)分(fen)(fen)為綜(zong)合(he)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)、施工(gong)(gong)總承包(bao)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)、專(zhuan)(zhuan)(zhuan)業(ye)(ye)承包(bao)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)和(he)專(zhuan)(zhuan)(zhuan)業(ye)(ye)作(zuo)業(ye)(ye)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi),工(gong)(gong)程監理(li)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)分(fen)(fen)為綜(zong)合(he)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)和(he)專(zhuan)(zhuan)(zhuan)業(ye)(ye)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)。資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)等級(ji)(ji)(ji)(ji)(ji)原則上壓(ya)減為甲、乙兩級(ji)(ji)(ji)(ji)(ji)(部分(fen)(fen)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)只設(she)(she)甲級(ji)(ji)(ji)(ji)(ji)或(huo)不分(fen)(fen)等級(ji)(ji)(ji)(ji)(ji)),資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)等級(ji)(ji)(ji)(ji)(ji)壓(ya)減后,中(zhong)小(xiao)企(qi)業(ye)(ye)承攬(lan)業(ye)(ye)務(wu)范(fan)圍將進(jin)一(yi)步放寬(kuan),有(you)利于促(cu)進(jin)中(zhong)小(xiao)企(qi)業(ye)(ye)發展。具體壓(ya)減情況如下:

1.工程勘察(cha)資質(zhi)。保留綜合資質(zhi);將4類專(zhuan)(zhuan)業資質(zhi)及勞務資質(zhi)整合為巖土工程、工程測量(liang)、勘探測試等3類專(zhuan)(zhuan)業資質(zhi)。綜合資質(zhi)不分等級(ji),專(zhuan)(zhuan)業資質(zhi)等級(ji)壓減為甲、乙兩(liang)級(ji)。

2.工程(cheng)設(she)計資質(zhi)。保留綜合資質(zhi);將(jiang)21類(lei)(lei)行(xing)業(ye)(ye)(ye)資質(zhi)整合為14類(lei)(lei)行(xing)業(ye)(ye)(ye)資質(zhi);將(jiang)151類(lei)(lei)專業(ye)(ye)(ye)資質(zhi)、8類(lei)(lei)專項資質(zhi)、3類(lei)(lei)事務(wu)所(suo)資質(zhi)整合為70類(lei)(lei)專業(ye)(ye)(ye)和事務(wu)所(suo)資質(zhi)。綜合資質(zhi)、事務(wu)所(suo)資質(zhi)不分(fen)等級;行(xing)業(ye)(ye)(ye)資質(zhi)、專業(ye)(ye)(ye)資質(zhi)等級原則上(shang)壓(ya)減(jian)為甲、乙兩(liang)級(部分(fen)資質(zhi)只設(she)甲級)。

3.施(shi)(shi)工(gong)資(zi)質(zhi)(zhi)(zhi)(zhi)。將(jiang)10類施(shi)(shi)工(gong)總承(cheng)(cheng)包(bao)(bao)(bao)企業(ye)(ye)(ye)(ye)特級(ji)資(zi)質(zhi)(zhi)(zhi)(zhi)調整為(wei)(wei)(wei)(wei)施(shi)(shi)工(gong)綜合(he)資(zi)質(zhi)(zhi)(zhi)(zhi),可承(cheng)(cheng)擔(dan)各(ge)行業(ye)(ye)(ye)(ye)、各(ge)等(deng)級(ji)施(shi)(shi)工(gong)總承(cheng)(cheng)包(bao)(bao)(bao)業(ye)(ye)(ye)(ye)務(wu)(wu);保留12類施(shi)(shi)工(gong)總承(cheng)(cheng)包(bao)(bao)(bao)資(zi)質(zhi)(zhi)(zhi)(zhi),將(jiang)民航工(gong)程的專(zhuan)業(ye)(ye)(ye)(ye)承(cheng)(cheng)包(bao)(bao)(bao)資(zi)質(zhi)(zhi)(zhi)(zhi)整合(he)為(wei)(wei)(wei)(wei)施(shi)(shi)工(gong)總承(cheng)(cheng)包(bao)(bao)(bao)資(zi)質(zhi)(zhi)(zhi)(zhi);將(jiang)36類專(zhuan)業(ye)(ye)(ye)(ye)承(cheng)(cheng)包(bao)(bao)(bao)資(zi)質(zhi)(zhi)(zhi)(zhi)整合(he)為(wei)(wei)(wei)(wei)18類;將(jiang)施(shi)(shi)工(gong)勞務(wu)(wu)企業(ye)(ye)(ye)(ye)資(zi)質(zhi)(zhi)(zhi)(zhi)改為(wei)(wei)(wei)(wei)專(zhuan)業(ye)(ye)(ye)(ye)作業(ye)(ye)(ye)(ye)資(zi)質(zhi)(zhi)(zhi)(zhi),由審批(pi)制改為(wei)(wei)(wei)(wei)備案制。綜合(he)資(zi)質(zhi)(zhi)(zhi)(zhi)和專(zhuan)業(ye)(ye)(ye)(ye)作業(ye)(ye)(ye)(ye)資(zi)質(zhi)(zhi)(zhi)(zhi)不(bu)分(fen)等(deng)級(ji);施(shi)(shi)工(gong)總承(cheng)(cheng)包(bao)(bao)(bao)資(zi)質(zhi)(zhi)(zhi)(zhi)、專(zhuan)業(ye)(ye)(ye)(ye)承(cheng)(cheng)包(bao)(bao)(bao)資(zi)質(zhi)(zhi)(zhi)(zhi)等(deng)級(ji)原則上(shang)壓減為(wei)(wei)(wei)(wei)甲(jia)、乙兩(liang)級(ji)(部(bu)分(fen)專(zhuan)業(ye)(ye)(ye)(ye)承(cheng)(cheng)包(bao)(bao)(bao)資(zi)質(zhi)(zhi)(zhi)(zhi)不(bu)分(fen)等(deng)級(ji)),其中,施(shi)(shi)工(gong)總承(cheng)(cheng)包(bao)(bao)(bao)甲(jia)級(ji)資(zi)質(zhi)(zhi)(zhi)(zhi)在本行業(ye)(ye)(ye)(ye)內(nei)承(cheng)(cheng)攬業(ye)(ye)(ye)(ye)務(wu)(wu)規模不(bu)受限(xian)制。

4.工(gong)程監理資(zi)質(zhi)。保留綜(zong)(zong)合(he)資(zi)質(zhi);取(qu)消專業資(zi)質(zhi)中的水利水電工(gong)程、公路工(gong)程、港口與(yu)航道工(gong)程、農林工(gong)程資(zi)質(zhi),保留其余10類專業資(zi)質(zhi);取(qu)消事務所資(zi)質(zhi)。綜(zong)(zong)合(he)資(zi)質(zhi)不(bu)分(fen)等(deng)級,專業資(zi)質(zhi)等(deng)級壓(ya)減為(wei)甲、乙兩級。

  (二)放(fang)(fang)寬(kuan)準入限制,激發企(qi)(qi)業活力。住房和城(cheng)鄉建設(she)部會同(tong)國務(wu)院(yuan)有關主管部門制定統一的(de)(de)企(qi)(qi)業資(zi)(zi)質標準,大幅(fu)精簡(jian)審批(pi)條件,放(fang)(fang)寬(kuan)對企(qi)(qi)業資(zi)(zi)金(jin)、主要人員、工程業績(ji)和技術裝備等的(de)(de)考核(he)要求(qiu)。適當放(fang)(fang)寬(kuan)部分資(zi)(zi)質承攬(lan)業務(wu)規模(mo)上限,多個資(zi)(zi)質合(he)并的(de)(de),新資(zi)(zi)質承攬(lan)業務(wu)范(fan)圍相應擴大至整(zheng)合(he)前各資(zi)(zi)質許可范(fan)圍內的(de)(de)業務(wu),盡量減少(shao)政府對建筑(zhu)市場微觀活動的(de)(de)直接干預(yu),充(chong)分發揮(hui)市場在(zai)資(zi)(zi)源配置中的(de)(de)決(jue)定性作用(yong)。

  (三)下(xia)放(fang)(fang)審(shen)批(pi)權(quan)(quan)限(xian),方(fang)(fang)便企(qi)業(ye)(ye)(ye)辦事。進(jin)一步(bu)加大(da)放(fang)(fang)權(quan)(quan)力(li)度,選擇工作(zuo)基礎較好的地方(fang)(fang)和(he)部(bu)分(fen)資質(zhi)(zhi)類(lei)別,開展(zhan)企(qi)業(ye)(ye)(ye)資質(zhi)(zhi)審(shen)批(pi)權(quan)(quan)下(xia)放(fang)(fang)試點,將除綜(zong)合資質(zhi)(zhi)外的其(qi)他(ta)等級(ji)資質(zhi)(zhi),下(xia)放(fang)(fang)至省(sheng)級(ji)及以下(xia)有關(guan)主(zhu)管(guan)部(bu)門(men)審(shen)批(pi)(其(qi)中,涉及公路、水運、水利、通信(xin)、鐵路、民航等資質(zhi)(zhi)的審(shen)批(pi)權(quan)(quan)限(xian)由國(guo)務(wu)(wu)院(yuan)住房和(he)城(cheng)鄉建設主(zhu)管(guan)部(bu)門(men)會同國(guo)務(wu)(wu)院(yuan)有關(guan)部(bu)門(men)根據實際(ji)情況(kuang)決定(ding)),方(fang)(fang)便企(qi)業(ye)(ye)(ye)就近(jin)辦理(li)。試點地方(fang)(fang)要明確專門(men)機構(gou)、專業(ye)(ye)(ye)人員負責(ze)企(qi)業(ye)(ye)(ye)資質(zhi)(zhi)審(shen)批(pi)工作(zuo),并制定(ding)企(qi)業(ye)(ye)(ye)資質(zhi)(zhi)審(shen)批(pi)相關(guan)管(guan)理(li)規(gui)定(ding),確保資質(zhi)(zhi)審(shen)批(pi)權(quan)(quan)下(xia)放(fang)(fang)后地方(fang)(fang)能夠(gou)接得住、管(guan)得好。企(qi)業(ye)(ye)(ye)資質(zhi)(zhi)全國(guo)通用,嚴禁各行(xing)業(ye)(ye)(ye)、各地區設置限(xian)制性措(cuo)施,嚴厲查處變相設置市場(chang)(chang)準入壁壘,違(wei)規(gui)限(xian)制企(qi)業(ye)(ye)(ye)跨地區、跨行(xing)業(ye)(ye)(ye)承攬業(ye)(ye)(ye)務(wu)(wu)等行(xing)為(wei),維護統(tong)一規(gui)范的建筑市場(chang)(chang)。

  (四)優化(hua)(hua)審(shen)批(pi)服(fu)務,推(tui)行告(gao)知(zhi)(zhi)承(cheng)諾(nuo)制(zhi)。深化(hua)(hua)“互聯(lian)網+政(zheng)務服(fu)務”,加(jia)快推(tui)動企(qi)業(ye)資(zi)質(zhi)(zhi)審(shen)批(pi)事項線(xian)上辦理,實行全(quan)程網上申報和審(shen)批(pi),逐步推(tui)行電子資(zi)質(zhi)(zhi)證書(shu),實現企(qi)業(ye)資(zi)質(zhi)(zhi)審(shen)批(pi)“一網通(tong)(tong)辦”,并在(zai)全(quan)國建筑(zhu)市場監管公共服(fu)務平(ping)臺(tai)公開發布(bu)企(qi)業(ye)資(zi)質(zhi)(zhi)信息。簡(jian)化(hua)(hua)各類(lei)證明(ming)事項,凡(fan)是通(tong)(tong)過政(zheng)府部門間信息共享可(ke)以獲取(qu)的(de)證明(ming)材料(liao),一律不(bu)再要(yao)求企(qi)業(ye)提供。加(jia)快推(tui)行企(qi)業(ye)資(zi)質(zhi)(zhi)審(shen)批(pi)告(gao)知(zhi)(zhi)承(cheng)諾(nuo)制(zhi),進一步擴大告(gao)知(zhi)(zhi)承(cheng)諾(nuo)制(zhi)使用范圍,明(ming)確審(shen)批(pi)標準,逐步提升企(qi)業(ye)資(zi)質(zhi)(zhi)審(shen)批(pi)的(de)規范化(hua)(hua)和便(bian)利化(hua)(hua)水平(ping)。

  (五)加強事(shi)中事(shi)后(hou)監(jian)管,保障(zhang)工(gong)程(cheng)(cheng)質量安全。堅持放管結合,加大(da)資質審批后(hou)的(de)動態監(jian)管力(li)度,創新監(jian)管方(fang)式(shi)和(he)手段,全面推(tui)行“雙隨機、一公開”監(jian)管方(fang)式(shi)和(he)“互聯(lian)網+監(jian)管”模式(shi),強化工(gong)程(cheng)(cheng)建設(she)各方(fang)主體責(ze)任(ren)落實,加大(da)對轉包、違法分包、資質掛靠(kao)等違法違規行為(wei)查處(chu)力(li)度,強化事(shi)后(hou)責(ze)任(ren)追(zhui)究,對負(fu)有(you)工(gong)程(cheng)(cheng)質量安全事(shi)故責(ze)任(ren)的(de)企業、人員依法嚴厲追(zhui)究法律(lv)責(ze)任(ren)。

  三、保障(zhang)措施

  (一)完善(shan)工(gong)程(cheng)(cheng)招(zhao)投(tou)標(biao)制度,引(yin)(yin)導建(jian)設(she)單位(wei)合(he)(he)理(li)選擇(ze)(ze)企(qi)業(ye)(ye)。持續深化工(gong)程(cheng)(cheng)招(zhao)投(tou)標(biao)制度改革(ge),完善(shan)工(gong)程(cheng)(cheng)招(zhao)標(biao)資格(ge)審查制度,優化調整(zheng)工(gong)程(cheng)(cheng)項目(mu)招(zhao)標(biao)條件設(she)置,引(yin)(yin)導建(jian)設(she)單位(wei)更多從企(qi)業(ye)(ye)實力、技術(shu)力量、管理(li)經(jing)驗等方(fang)面(mian)進(jin)行(xing)綜(zong)合(he)(he)考(kao)察,自(zi)主選擇(ze)(ze)符合(he)(he)工(gong)程(cheng)(cheng)建(jian)設(she)要求的企(qi)業(ye)(ye)。積極培育全(quan)過程(cheng)(cheng)工(gong)程(cheng)(cheng)咨詢(xun)服務機構,為業(ye)(ye)主選擇(ze)(ze)合(he)(he)格(ge)企(qi)業(ye)(ye)提供專業(ye)(ye)化服務。大力推行(xing)工(gong)程(cheng)(cheng)總承(cheng)包,引(yin)(yin)導企(qi)業(ye)(ye)依法自(zi)主分包。

  (二)完(wan)善職業資格管理制(zhi)度,落實注冊(ce)人員責任。加(jia)快修(xiu)訂完(wan)善注冊(ce)人員職業資格管理制(zhi)度,進一步(bu)明確注冊(ce)人員在(zai)工(gong)程建設活動中的(de)權(quan)利、義務和責任,推動建立個人執(zhi)業責任保險制(zhi)度,持(chi)續規范執(zhi)業行為,落實工(gong)程質(zhi)(zhi)量終身責任制(zhi),為提(ti)升工(gong)程品質(zhi)(zhi)、保障安全生產(chan)提(ti)供有(you)力支撐(cheng)。

  (三(san))加強監(jian)督(du)指導(dao),確保改(gai)革措(cuo)施落地。制(zhi)定建(jian)設工程企業資(zi)(zi)(zi)質(zhi)標準指標說明(ming),進(jin)一步細化審批(pi)標準和要求,加強對地方審批(pi)人(ren)員(yuan)的(de)培訓,提升(sheng)資(zi)(zi)(zi)質(zhi)審批(pi)服務能(neng)力(li)和水(shui)平。不(bu)定期對地方資(zi)(zi)(zi)質(zhi)審批(pi)工作進(jin)行抽(chou)查,對違規審批(pi)行為嚴(yan)肅處理(li),公開曝光(guang),情節嚴(yan)重的(de),取(qu)消(xiao)企業資(zi)(zi)(zi)質(zhi)審批(pi)權下(xia)放試點資(zi)(zi)(zi)格。

  (四)健全信(xin)用(yong)(yong)(yong)體(ti)(ti)系,發(fa)揮(hui)市(shi)(shi)場(chang)機制(zhi)(zhi)作(zuo)用(yong)(yong)(yong)。進(jin)一步(bu)完(wan)(wan)善建筑市(shi)(shi)場(chang)信(xin)用(yong)(yong)(yong)體(ti)(ti)系,強化信(xin)用(yong)(yong)(yong)信(xin)息(xi)在工程(cheng)(cheng)建設各環(huan)節的(de)應用(yong)(yong)(yong),完(wan)(wan)善“黑名(ming)單”制(zhi)(zhi)度,加(jia)大(da)對失信(xin)行為(wei)的(de)懲戒力(li)度。加(jia)快(kuai)推行工程(cheng)(cheng)擔保和保險(xian)制(zhi)(zhi)度,進(jin)一步(bu)發(fa)揮(hui)市(shi)(shi)場(chang)機制(zhi)(zhi)作(zuo)用(yong)(yong)(yong),規(gui)范工程(cheng)(cheng)建設各方主體(ti)(ti)行為(wei),有效(xiao)控制(zhi)(zhi)工程(cheng)(cheng)風險(xian)。

  (五)做好資(zi)質標準修(xiu)訂和(he)換(huan)(huan)證工(gong)作(zuo),確保平穩過渡。開展建(jian)設工(gong)程企業(ye)資(zi)質管理規定、標準等修(xiu)訂工(gong)作(zuo),合理調(diao)整(zheng)企業(ye)資(zi)質考核指(zhi)標。設置1年過渡期(qi),到期(qi)后(hou)實行簡單換(huan)(huan)證,即按照新舊資(zi)質對(dui)應關(guan)系(xi)直接換(huan)(huan)發新資(zi)質證書,不(bu)再重新核定資(zi)質。

  (六)加強政策(ce)(ce)宣傳解(jie)讀(du),合(he)理引導公眾預(yu)期。加大改革政策(ce)(ce)宣傳解(jie)讀(du)力(li)度,及時釋疑解(jie)惑,讓市場主體全面(mian)了(le)解(jie)壓減資(zi)質(zhi)類別和等級的各項改革措施,提(ti)高政策(ce)(ce)透明度。加強輿論引導,主動回(hui)應市場主體反映的熱點問題(ti),營造良好輿論環境。
